Board Functions and Responsibilities

The following lists summarise School Boards' duties and rights as laid down by the Scottish Executive.

BOARD DUTIES

To promote contact between the school, parents and the community and encourage the formation of a parent-teacher of parents'association where none exists.

To find out what parents' views are, to agree to parents' requests for meetings and to consider any resolution passed at a meeting with parents.

To report to parents at least once per year, preferably more frequently.

To make documents relating to their meetings available at the school.

To participate in the selection of senior promoted staff.

To control the use of school premises outwith school hours, subject to any direction by the education authority.

To encourage community use of school premises.

To set occasional holidays during term time (after consultation with education authority).

To provide the education authority, if requested, with information on the Board's activities.

To consider the advice of the headteacher and education authority on any matters.

To take account, in the exercise of their functions, of the authority's statutory duties.

BOARD RIGHTS

To set up committees.

To invite persons to meetings to advise the Board.

To receive advice and reports from the headteacher and, in particular, an annual report which includes a report on the level of pupil attainment.

To receive from the authority information about education in the area, a statement of the expenditure on the school for the previous year and what is planned for the current year, and financial information about other schools.

To receive an annual budget from the authority to meet administrative and training expenses and the cost of carrying out delegated functions.

To approve the headteacher's plans for use of the capitation allowance.

To raise funds, receive gifts, and spend these monies for the benefit of the school after consulting the headteacher.

To enter into contracts and agreements (other than contracts or agreements relating to land).

To have any matter raised by the Board considered by the headteacher and the education authority

To consider acceptance of, or request, additional functions from the education authority.
